In the heart of Malibu are over 15 acres of coveted open space, site of one of Malibu's most talked-about and sought-after parcels. Seizing a truly once-in-a-lifetime environmental protection and quality-of-life opportunity in 2005, Malibu residents, civic and business organizations, environmental groups, visitors, government agencies and the City Council banded together and against a short deadline raised the $25 million purchase price.
Located in the Civic Center area, directly adjacent to significant natural resources, including Malibu Creek, Malibu Lagoon, and the world-famous Surfrider Beach, the site provides the City with a unique opportunity to simultaneously improve water quality, restore native riparian habitat, preserve open space, and provide an outdoor living learning experience for children of all ages.
In 2006 the City took ownership. In addition to the vacant acreage, the purchase included three commercial buildings. Occupying two of the buildings were a real estate company and an animal hospital, a long-time lessee. At the time, the third, the former home of Malibu Lumber, was vacant. Income from the three properties would support park maintenance and retire the Certificates of Participation sold to help meet the purchase price.
Led by City Manager Jim Thorsen, the City accelerated planning for the Malibu Legacy Park Project, the centerpiece in the city's more than $50 million commitment to clean water and water quality improvements. In 2007, the City again turned to the community for financial support to build the Malibu Legacy Park Project. The Annenberg Foundation awarded the City a $2,000,000 matching grant in 2008, which was met with the support of individuals, business and the Santa Monica Community College Distrct. By the end of 2008, the construction fund reached $6.1 million.
